PROBLEM TO BE SOLVED: To provide a conductive belt having decreased variations of resistance and a lessened change rate of the resistance by impressed voltage, etc., and an image forming device with which high-quality images may be stably obtained. SOLUTION: The conductive belt containing oxidation treated carbon black having a volatile component of >=3.5% and the image forming device having the same are provided.
