PROBLEM TO BE SOLVED: To obtain a resin composition giving excellent flame retardance without using a halogen-based flame retardant, a prepreg and a laminate. SOLUTION: This flame-retardant resin composition is characterized by comprising (A) a nonhalogenated epoxy resin containing two or more epoxy groups in one molecule, (B) a curing agent composed of a triazine-modified novolak resin, (C) a phenol compound containing at least one or more electron attractive groups in the molecule and (D) 9,10-dihydro-9-oxa-10- phosphaphenanthrene-10-oxide as essential components. This prepreg using the flame-retardant resin composition and this laminate are obtained.
