PROBLEM TO BE SOLVED: To estimate relative locations and relative velocities with high accuracy by equivalently synchronizing the observation time of GPS signals by software even if GPS receivers are not synchronized with the time information of the GPS signals with high accuracy. SOLUTION: In a GPS relative navigation device for extracting GPS data with common GPS satellite identifying numbers from GPS data outputted from a first GPS receiver and a second GPS receiver and computing the relative locations and relative velocities between both mobiles, at least one of the mobiles is provided with a processing means for making observation time common to the pseudo distances between the GPS satellite and both mobiles, a difference amount computing means for obtaining the amount of difference between the pseudo distances made common by the processing means for making observation time common, and a processing means for correcting observation time errors for correcting observation time errors caused by time errors of the GPS receivers to the amount of difference.
