PROBLEM TO BE SOLVED: To provide a structure which reduces defects due to an insulation layer between a color filter and a transparent conductive layer in a color filter substrate or in a liquid crystal device comprising the transparent conductive layer formed on the color filter. SOLUTION: The insulation layer 114 composed of transparent metal oxide is formed on a surface of the color filter consisting of a coloring layer 112 and a surface protective layer 113. The insulation layer 114 is composed of a metal oxide having at least one out of Ta2O5, ZrO2 and TiO2 as a main component deposited on the color filter with sputtering, etc. A transparent electrode 115 provided with a specified pattern shape is formed on a surface of the insulation layer 114.
