PROBLEM TO BE SOLVED: To provide a hydraulic power generating system capable of generating power using potential energy of water existing nearby. SOLUTION: After closing each of opening/closing valves 4 and 5, a water conveyance valve 9 is opened, a pump 6 is operated, and a flexible pipe 1 inside is filled with water. After filling the flexible pipe 1 with water, the water conveyance valve 9 is closed, and the operation of the pump 6 is stopped. The opening/ closing valve 4 is opened and then the opening/closing valve 5 is opened. This constitution causes a siphon action to generate a water flow flowing from an intake port to a discharge port in the flexible pipe 11. The water flow is converted into the rotation movement by a converter 2 and a power generator 3 generates power based on the rotation movement obtained by the converter 2.
