PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has stable sensitivity and residual potential even for repetitive use and having excellent durability without causing an out-of-focus state in an image due to active gas such as NOX, and to provide an image forming device and a process cartridge which use the above electrphotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photosensitive layer formed on a conductive supporting body, the photosensitive layer contains an electron accepting pigment and a hindered phenol compound having +0.70 to 1.10 V oxidation potential to a silver/silver chloride electrode used as the reference electrode.
