PROBLEM TO BE SOLVED: To manufacture a coating liquid for heat developable photosensitive materials having excellent photographic performance such as high sensitivity and low fogging, and a good coating surface shape. SOLUTION: An additive liquid for silver halide particles is added and mixed to and with a mother liquor for the coating liquid during the time from 30 minutes before application of the manufactured coating liquid to a base by a coating application head 26 till just prior to the coating application and an addition, an in-plant mixer 18 is constituted by forming the inside surface of a mixing container 48 to a spherical surface or flat spherical surface shape in such a manner that stirring vanes 56 form a stirring region where the stirring vanes 56 come in proximity together with any inside surface of the mixing container 48 when a revolving shaft 54 supporting the stirring vanes 56 is driven reverse, to greatly improve the mixing performance of the implant mixer 18.
