PROBLEM TO BE SOLVED: To provide a cooling water circulating system capable of preventing a torch from being burned even if water does not flow through an interior of the torch in the case that a water supply hose or a drain hose is stepped on or bent. SOLUTION: The cooling water circulating system 1 is provided with a pressure switch PS3 and an on-delay timer T, and the pressure switch PS3 is disposed on a water supply port 1o side. When water pressure becomes a specified value or higher, the pressure switch PS3 closes a contact ps3 of the switch PS3 to actuate the timer T, and when the pressure continues to be a specified value or higher for a specified time, a pump 5 is stopped and simultaneously an alarm of no water flow is given outside.
