PROBLEM TO BE SOLVED: To achieve quiet and satisfactory cleaning by restricting vibrations, noises, and wear of a paddle and scraper of a cleaning unit of a process unit. SOLUTION: The process unit has a rotating photoreceptor drum 7 and the cleaning unit 14. The cleaning unit 14 has a blade 23 which strips off toner T sticking to a surface of the photoreceptor drum, a paddle 26 which is rotated so as to contact the photoreceptor drum and then move apart therefrom and so as to scoop up toner scraped from the surface of the photoreceptor drum by the blade, and a scraper 29 which scrapes off toner scooped up by the rotating paddle. The tip of the scraper 29 is situated outside a circular locus that is made by the tip of the rotating paddle 26.
