PURPOSE: An apparatus and a method for manufacturing oils using waste vinyl are provided in which wastewater is not generated, a separate fuel cost is not required using self produced gases as a fuel for melting the vinyl, and environmental pollution is prevented since waste gases and wastewater are not discharged into the outside. CONSTITUTION: The apparatus and the method for manufacturing oils using waste vinyl comprises a soil removal means in which only pure waste vinyl is vacuum adsorbed to be stored into a storage container after alien materials such as earth or stone stuck onto waste vinyl are shaken away by a sorter operated by a motor; a fractional distillation means comprising a reciprocating fractionation kiln(11), a waste vinyl charging machine(12), a sealed catalyst propeller(13), a recombustion furnace(14), a filter(15), an evaporation column(16), a gasoline condenser(18a), a diesel oil condenser(18b), an oil/water separator(17) and a gas storage tank(20); and an oil refining means comprising an evaporation kiln, an oil refining column, a china clay filter and a neutral chemical treater.
