PROBLEM TO BE SOLVED: To eliminate variation of operation speed by eliminating amounts of hydraulic fluid flowing in and out a cylinder and to avoid enlarging a poppet by controlling pressure loss of hydraulic fluid in minimum. SOLUTION: A rotation prevention mechanism 11 is provided to prevent rotation of a poppet 4 adjusting amount of hydraulic fluid flowing in and out a cylinder 10. Speed variation and vibration in a front and rear direction of the poppet 4, thereby, are controlled to control variation of amount of hydraulic fluid flowing in and out the cylinder 10 and operation speeds of the cylinder 10. Also, an orifice 6 provided on the poppet 4 is made always face to a cylinder port 1 direction in which hydraulic pressure is low, by prevention of rotation of the poppet 4 to utilize pressure of hydraulic fluid most efficiently.
