PROBLEM TO BE SOLVED: To provide a semiconductor ceramic composition capable of increasing resistance and decreasing the gradient of B constant at a temperature near room temperature, increasing the gradient of the B constant at a high temperature and having small fluctuation of the electric property among the production lots, a semiconductor ceramic device using the same and a manufacturing method thereof. SOLUTION: The semiconductor ceramic composition is constituted so that a divalent element and a tetravalent element are added to a lanthanum cobalt based compound to give negative resistance temperature property and as a result, the semiconductor ceramic device capable of reducing the power consumption of electronic equipments and instruments and suppressing the rush current at a temperature near room temperature is obtained.
