PROBLEM TO BE SOLVED: To provide a toner having a small particle size which suppresses production of odor during thermal fixing band has excellent fixing property, with respect to toner obtained by a polymerization method. SOLUTION: The electrostatic charge image developing toner is obtained by polymerizing a radical polymerizable monomer composition in the presence of a chain transfer agent consisting of a mono or sesquiterpene compound in a water-based medium to prepare resin particles and then salting out/melting the resin particles in a water-based medium.
