PROBLEM TO BE SOLVED: To reduce a value of fluctuation in calories of a produced gas fed to a power generation equipment 11 and prevent the fluctuation in power generation output of the power generation equipment 11 even when the ratio of a low-quality caloric refuse to a high-quality caloric refuse contained in a waste is changed. SOLUTION: An image of the waste 3 fed into a waste gasifying furnace 10 is picked up with a camera device 6, and an image signal obtained by the pickup operations is subjected to image processing to predict the fluctuation in hydrogen concentration in the produced gas 8 discharged from the waste gasifying furnace 10 with an arithmetic unit 14 for the optimum gas flow rate. The flow rate of the produced gas 8 fed to the power generation equipment 11 is adjusted on the basis of the predicted results and the hydrogen concentration in the produced gas 8 at this point of time. Thereby, the fluctuation in calories of the produced gas 8 fed to the power generation equipment 11 is reduced.
