PROBLEM TO BE SOLVED: To improve clarification rate in a cleaning treatment method for decomposing organic substance by mixing and dissolving ozone into waste water to be treated containing the organic substance such as dioxins and endocrine disrupters, and irradiating it which ultraviolet rays. SOLUTION: The mixing and dissolving process and the irradiating process of ultraviolet rays are separated and a process for retaining, waste water to be treated from the mixing and dissolving process is arranged between those processes.
