PROBLEM TO BE SOLVED: To decrease time corresponding to treatment after introducing fermentation bacteria for cleaning treatment, quantity of use of the bacteria and to shorten time of fermentation treatment by equipping a portable preliminary culture device nearby a sewage treating tank and preliminarily cultivating various kinds of fermentation bacteria. SOLUTION: A fermenting tank 20, a heating apparatus 22, a drawing pump 30, various kinds of bacteria storing tanks 50a, 50b and 50c, and various kinds of bacteria supplying pump tanks 52a, 52b and 52c are equipped in a casing 10 with casters. Various kinds of hose connecting parts 32, 32b and 32c are arranged at the outer face of the casing 10.
