PROBLEM TO BE SOLVED: To provide a cup-shaped rotary brush manufacturable in lightweight and at a low cost, capable of reducing the fatigue of an operator in his polishing operations and also reducing the burden applied to an air tool or motor-driven tool. SOLUTION: The cup-shaped rotary brush is composed of a base 2 in the form of a circular disc formed from a synthetic resin material and having a ring groove 5 at the undersurface and a brush bundle 3 prepared through such a process that a bundle of chemical fibers cut into specified length are drawn in alignment in the form of conical cylinder and its base end 3b is solely welded into a solid construction, wherein the base end 3b of the brush bundle 3 is fitted fast in the ring groove 5.
