PROBLEM TO BE SOLVED: To provide an oil absorbing tissue and a manufacturing method thereof, which can not only effectively remove sebum in the face, etc., but also improve the quality of skin and protect skin from bacteria in skin and, further, improve a brand image to raise commercial value. SOLUTION: Substrate paper after paper making is colored in cherry blossom color (light pink), moistened by water in which extracts of cherry blossom are dissolved, and then calendered. The substrate paper is repeatedly beaten all around with a foiling machine to obtain an oil absorbing tissue. The tissue contains cherry blossom extracts causing to have astringency and sterilizing and antibacterial actions by tannin contained in the cherry blossom extracts.
