PROBLEM TO BE SOLVED: To provide a fresh water making process which involves subjecting feed water to membrane treatment to obtain permeate water and enables attainment of a higher recovery ratio of the permeate water (i.e., fresh water), and also to provide a fresh water maker for the process. SOLUTION: This process involves: supplying feed water to pretreatment membrane to obtain pretreated water; and thereafter, supplying the pretreated water to reverse osmosis membrane to obtain permeate water and concentrated water; wherein a portion of the feed water is supplied to the reverse osmosis membrane while bypassing the pretreatment membrane.
