PURPOSE: A cooling and heating apparatus for a seat in a vehicle is provided to improve cooling or heating efficiency, and to cool or heat the rear seat efficiently by directly heating or cooling the seat with installing fine heat exchange tubes. CONSTITUTION: A cooling and heating device for a seat in a vehicle has a first fine tube part(30) having a fine pipe(31) exchanging heat with a passenger in a rear seat(20); a second fine tube part having a fine pipe exchanging heat with a heater core or an evaporator in an air conditioner; a third fine tube part(40) having a fine pipe(41) connecting fine pipes of first and second fine tube parts; and two-phase condensate flowing in fine pipes as heat exchange medium. Cooling or heating efficiency is improved with directly exchanging heat with the passenger in the rear seat.
