PROBLEM TO BE SOLVED: To provide a reflecting plate structure which prevents a subject from feeling uncomfortable by partially heating caused the head part and taking a long time for hair treatment promotion caused by inferior irradiating efficiency. SOLUTION: In a heir treatment promotion device, a heater 73 to irradiate infrared rays is attached on a reflecting plate 72 and the reflecting plate is rotated around so as to irradiate infrared rays to the head of a subject around along the top part, the rear part, and both side parts. The shape of the reflecting plate is formed of a horizontal part and a curved part which is attached to a cover 71 so as to be positioned at the outer periphery side.
