PROBLEM TO BE SOLVED: To provide a hydrophilic planing surface treating agent which appropriately renders the surface of a substance hydrophilic and excels in draining properties. SOLUTION: The hydrophilic planing surface treating agent comprises a copolymer consisting of (A) 20-95 wt.% hydrophilic vinyl monomer of formula 1 (R1 is hydrogen or a methyl group; and RX is a cationic functional group) and (B) 5-50 wt.% silicon macromer of formula 2 (R2 is hydrogen or a methyl group; R3 is 1-6C divalent aliphatic group which may contain an ether group; R4 is a 1-30C aliphatic group or a hydroxyl group; h is 0-2; and j is a number of 0-500) as the essential components and, if necessary, (C) the balance being a hydrophobic vinyl monomer.
