PROBLEM TO BE SOLVED: To provide a contents distribution system which high security. SOLUTION: In the contents distribution system in which a contents provider 1 is connected through a network 14 to user terminals 15-1 to 15-N, contents in which user peculiar information and an electronic watermark are incorporated are distributed. When the system is activated by user terminals 15-1 to 15-N, the user peculiar information and the electronic watermark are checked by the user terminal side or the provider side, it is permitted to be activated only when the distributed contents are normal.
