PROBLEM TO BE SOLVED: To perform stably supercooling by more uniformly cooling a tube group in a supercooler and enhancing a heat exchanging efficiency. SOLUTION: The supercooler of an ice thermal storage apparatus comprises a refrigerant liquid inlet 27 provided at a lower side of a shell 22, a refrigerant vapor outlet 28 provided at an upper side of the shell 22, an inlet header 31 formed at a lower position of a tube group 23 in the shell 22 to communicate with the inlet 27, a refrigerant liquid dispersing plate 32 provided at an inlet header 31 to communicate with an evaporator 34 via a small-diameter jet port 33, and a plurality of tube supports 29 supported at a required interval position of a longitudinal direction of the group 23 to straighten the refrigerant liquid 2a to be injected from a jet port 33 to direct the liquid toward an upper side. Thus, the refrigerant liquid 2a supplied from the inlet 27 is dispersed in the longitudinal direction of the shell 22 by the header 31, ejected to the evaporator 34 from the port 33 of the plate 32, raised from among the supports 29 to heat exchange with the group 23, and then directed toward the refrigerant vapor outlet 28.
