PROBLEM TO BE SOLVED: To provide a separator for a secondary battery, excellent in retaining performance of alkali electrolyte and permeability of oxygen gas produced from a positive electrode when charging, and capable of retaining practical strength required when winding it to produce a spiral electrode body, and a manufacturing method for it. SOLUTION: This separator for an alkaline secondary battery is molded by using as a base material polyolefin nonwoven fabric having a fiber diameter in the range of 1-10μm, a nominal weight in the range of 20-100 g/m, a thickness in the range of 50-300μm, an air permeability in the range of 1-50 cc/cm2/ sec. by a Frazier method, and tensile strength in the range of 0.2-10 kg/5 cm. The surface of the base material of the polyolefin nonwoven fabric is made hydrophilic by discharge plasma processing applied under pressure in the vicinity of the atmospheric pressure having sulfur oxide gas atmosphere in the manufacturing method for this separator for the secondary battery.
