PROBLEM TO BE SOLVED: To solve a problem of a conventional image pickup device that has had difficulty in satisfactorily suppressing flicker caused at different conditions from each district. SOLUTION: An integration means 11 calculates a mapped output value of a prescribed line in a frame, an arithmetic means 15 respectively integrates an integration value of each line of groups each consisting of lines arranged at prescribed intervals and calculates a flicker index value on the basis of the integral value of the groups, and a flicker detection means 16 detects flicker on the basis of the index value, controls a changeover means 17 on the basis of the detection result and selects a setting signal from 1st and 2nd photographing parameter setting means 13, 14 so as to set an electric charge storage time of a solid-state image pickup element 1 to be any of an integer multiple of 1/100 second or any of an integer multiple of 1/120 second.
