PROBLEM TO BE SOLVED: To automate a method for manufacturing an antisurge protecting device. SOLUTION: When an antisurge protecting device is manufactured using dielectric breakdown phenomenon of a high resistance covering film a vessel and a cap which have structures which fix a main member of the antisurge protecting device and are in electrical contact with the main member and into which oxidizing agent and refractory agent can be sealed, the main member, the oxidizing agent and the refractory agent are prepared. When the antisurge protecting device is assembled by using these elements, a process for adjusting the force to be applied to the main member and the vessel is adopted, and both the pressure of a contact part of the high resistance covering film of the main member and the contact pressure at a mechanical contact point forming an electrode to the main member are made controllable. Thereby automatic manufacturing of the antisurge protecting device can be realized, and productive efficiency of a device having excellent precision is improved. Furthermore, the antisurge protecting device where dielectric breakdown voltage can be controlled with high precision can be manufactured with satisfactory reproducibility.
