SOLUTION: A terminal device 17, when it is connected to a network 3, transmits a hatch number, and a hatch server 5 transmits an URL corresponding to the hatch number. The terminal device 17 accesses an information server 7 using this URL. The hatch server 5 counts the frequency of accesses to each information server 7, and charges on each information server 7, according to the frequency of accesses. |
