PROBLEM TO BE SOLVED: To provide a deep soil layer improving device preventing the improved soil bottom part corotating and surely mixing and stirring in a short time in a deep soil layer improvement. SOLUTION: This deep soil layer improving device is characterized in that excavation blades 3 for excavating the ground and a stirring blade 2 for mixing and stirring soil with liquid agent are fixed to the circumference of a rotation rod 1 injecting the liquid agent from a hollow inside and the rotating outside diameter of a blade wheel 4 radially providing a plurality of blades in the excavating blades 3 is pivoted to the excavating blades 3 so as to freely rotate outside the outermost end of the excavating blades 3.
