PROBLEM TO BE SOLVED: To provide a rolling bearing having excellent corrosion resistance and fretting resistance. SOLUTION: An inner ring, an outer ring and a rolling element are formed of steel containing >=5 wt.% chromium(Cr). The steel material is heat-treated after the cutting to obtain the surface hardness of a work of >=HRC58. Next, after the finish grinding, a work-affected layer present in the surface of the work is removed. Then, an oxide film having the abundance (Cr/Fe) of chromium atoms to iron atoms of >=0.5 is formed on the surface of the work.
