PROBLEM TO BE SOLVED: To organize programs and provide information to meet user needs. SOLUTION: A broadcast request acceptance processing section 9 accepts a re-broadcast request including a broadcast program desirably re-broadcast and a request viewer, collects personal information of the request viewers for every broadcast program and generates viewer request information. A program organization processing section 10 decides a re-broadcast program by referencing the viewer request information, selects an enterprise whose target class indicates viewer images obtained form the viewer request information corresponding to the re-broadcast program from an enterprise information DB 6, and inquires of the enterprise through the distribution of the viewer request information to the enterprise. Then a broadcast program information DB 7 registers information with respect to a broadcast program whose sponsor is decided. An information service processing section 8 specifies an information transmission destination including the viewers making the re-broadcast request on the basis of a user DB 4 and distributes information with respect to the re-broadcast program to the destination.
