PROBLEM TO BE SOLVED: To provide a method for quantizing a gain form vector, where a form vector and a gain vector are searched with less calculation amount, without degrading the coding efficiency. SOLUTION: A first target vector is used to search and decide a first form vector in a first-stage form vector code book (S1). The first form vector and a temporary gain are used to generate a second target vector (S2). The second target vector is used to search and decide a second form vector in a second- stage form vector code book (S3). Based on the first and second form vectors, a gain vector is decided (S4).
