PROBLEM TO BE SOLVED: To provide a holder for a frame plate forming a foundation concrete form facilitating the assembly of a form for creating foundation concrete and an underfloor concrete layer and requiring the concrete placing work only once. SOLUTION: A support column 15 is vertically erected on one side of a base 14, and a bearer 16 having a recess 17 in which the lower end of an inside frame plate is inserted is provided on the support column 15. A recess 19 in which the lower end of an outside frame plate is inserted for positioning is provided on the other side of the base 14, and a reinforcing member 20 is fitted between the support column 15 and the base 14.
