PROBLEM TO BE SOLVED: To maintain image quality within a required range in an image and further to reduce a data amount as a whole. SOLUTION: Dynamic images are displayed on a monitor, and some regions in the display screen are specified, so that among displayed images, images included in the specified regions are encoded decodably in quality higher than that of images in other regions. The dynamic image is stopped, when regions are specified. |
