PROBLEM TO BE SOLVED: To prevent deviation of a carrier installation position at the time of a new vehicle, in an exhaust emission control device for an internal combustion engine for supporting a carrier at the inside of a container by a supporter formed by using an organic material such as alumina fiber. SOLUTION: The organic material contained in the supporter is heated and scattered before the device is mounted on the vehicle. The heating is performed via the container before spinning working for the container is executed. Especially, a chuck machine in the container is provided with a heater for the spinning working and it is desirable that heating is performed in a spinning working process.
