PROBLEM TO BE SOLVED: To provide a method for photocatalytically make the surface of a metallic base material hydrophilic without damaging its mechanical properties such as peeling and without deteriorating its photocatalytic function caused by the diffusion of components from the base material in heat treatment. SOLUTION: This method for producing a metallic base material having a photocatalytic film includes a stage (1) for rolling and cutting a metallic base material, a stage (2) for subjecting the obtained metallic base material to pickling treatment, a stage (3) for depositing a photocatalytic substance film onto the metallic base material after the pickling and an annealing stage (4) after the film deposition. Further, the hydrophilization method includes a stage for rolling and cutting a metallic base material, a stage for subjecting the obtained metallic base material to pickling treatment, a stage for depositing a TiO2 film onto the surface of the metallic base material after pickling, an annealing stage after the film deposition and a light irradiation stage.
