PROBLEM TO BE SOLVED: To immediately transmit plant data gathered in a site to a data center side and to temporarily store and adequately manage the plant data received on the data center side. SOLUTION: A user-related information file 24 stores information specifying a user, service information to be provided to the user, and user-related information including a device ID specifying a data gathering device 5 belonging to the user and a user ID specifying the user. A plant data file 23 stores facility data with device IDs received with transmitting and receiving means 18 and 21 from individual data gathering devices. A processing means 22 extracts facility data of a corresponding user from the plant data file 23 according to the device ID of the user-related information, performs processing corresponding to the service information of the user-related information by using the extracted facility data, and sends the result to the user by using a transmitting and receiving means.
