PROBLEM TO BE SOLVED: To provide a floor heating panel and its anchoring method in which construction work of anchoring a floor heating panel body onto an underfloor base member is simplified and facilitated. SOLUTION: A floor heating panel includes a plate shaped base member 2 equipped with a heat medium supply section. On the back of a floor heating panel body 3, a double-coated tape 7 for bonding the floor heating panel body 3 onto an underfloor base member 6 is provided substantially as long as the width of the floor heating panel body 3. On an adhesive member portion of the double-coated tape 7 on the side of the underfloor base member 6, there is mounted a lower side parting paper 11 that has a mounting portion mounted on the a adhesive member portion, and an overlapping portion overlapping vertically in the state where it is folded back downward at the one end of the tape 7 in the lengthwise direction thereof.
