PROBLEM TO BE SOLVED: To easily form a settlement preventive base in response to a ground environment of built-up timbering. SOLUTION: This settlement preventive base forming device is provided with a traveling truck 1, a guide frame 20 arranged on the traveling truck 1 and capable of varying horizontal directional and vertical directional angles, a chain cutter excavator 30 arranged in the guide frame 20 so as to be capable of advancing and retreating and a concrete injection pipe 37 opening an injection port 38 in a tip part of the chain cutter excavator 30 and attached to the chain cutter excavator 30, and is characterized in that a hole clogging preventive rod 47 is fitted to and inserted into the concrete injection pipe 37 at excavation advancing operation time of the chain cutter excavator 30, the rod 47 is extracted at retreating operation time of the chain cutter excavator 30, and a concrete carrying pipe 39 is inserted.
