PROBLEM TO BE SOLVED: To provide a character recognizing device which is suitably used for a portable information terminal, recognizes the characters of a URL displayed on a displaying part, can connect satisfactorily to the homepage, etc., of the URL and is excellent in operability. SOLUTION: This device is provided with the displaying part for displaying an image on the basis of image data to be inputted, and performs character recognition to acquire the URL in regard to the image data of a URL display part in performing character recognition, when the optional position of the URL display part is designated to perform character recognition of the URL displayed on the displaying part.
