PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which can efficiently suppress decrease in sensitivity and increase in residual potential by application of a protective layer on the photoreceptor, which has surface properties with excellent strength and durability against wear or flaw, which shows high release property and which can maintain high picture quality, and to provide a process cartridge and an electrophotographic device having the above electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photosensitive layer and a protective layer on a supporting body, the protective layer contains hardening phenol resin and a charge transfer material having at least one group selected from the group consisting of hydroxyalkyl groups, hydroxyalkoxy groups and hydroxyl phenol groups which may have substituents. The process cartridge and the electrophotographic device are equipped with the above electrophotographic photoreceptor.
