A portable electronic medium is composed of a substrate (2) having a wiring, a memory (4) which is soldered to the substrate (2) and on which data and an authorization key are recorded, and a memory control LSI (3) made up of a bare chip including an internal memory (3b) on which data and an authorization key are recorded, and a control section (3a) which controls data recording/reproducing to/from the memory (4) and mounted on the substrate (2), encapsulated with encapsulation resin, and connected to the substrate (2) by gold wire bonding. The control section (3a) judges whether the memory (4) is a correct one or not by matching the authorization key recorded in the memory (4) with the one recorded in the internal memory (3b).
