A notifying device, a notifying method, and a recording medium capable of notifying a user of the occurrence of an event or an accident at a registered point when a vehicle's target point matches a pre-registered registration point; the notifying device, comprising an acquiring part (1) for acquiring target point information (A) indicating a target point where an emergency vehicle moves, a storing part (2) for storing registration point information (B) indicating a registration point pre-registered by the owner of the notifying device, a collating part (3) for collating the target point information (A) acquired by the acquiring part (1) with the registration point information (B) stored in the storing part (2) to check whether or not the information (A) matches the information (B), and a notifying part (4) for notifying the owner of the notifying device of the result of collation by the collating part (3).
