PROBLEM TO BE SOLVED: To provide a carried ruthenium oxide catalyst, a method for manufacturing the supported ruthenium oxide catalyst or a carried ruthenium chloride catalyst and a method for manufacturing chlorine by oxidizing hydrogen chloride with oxygen. SOLUTION: The supported ruthenium oxide catalyst uses rutile type titanium oxide, which is baked at 550 deg.C or higher, as a carrier. The supported ruthenium oxide catalyst is characterized in that carbon monoxide adsorbing quantity, which is measured by a metal surface measuring method due to a carbon monoxide pulse method after 0.1 g of the supported ruthenium oxide catalyst is reduced by passing hydrogen gas through the catalyst in an amount of 50 ml/min at 220 deg.C for 60 min under atmospheric pressure, is 87.5 ml/g-Ru or more per unit ruthenium contained in the catalyst.
