PROBLEM TO BE SOLVED: To provide a transparent film-applied base material having a transparent film, which has a low refractive index, low shrinkability and hydrophobicity and is excellent in the adhesion with a transparent conductive layer (transparent conductive film) or a base material, film strength, water resistance, chemical resistances or the like, formed thereto. SOLUTION: The transparent film-applied base material consists of the base material and the transparent film provided on the surface of the base material, and the transparent film contains (i) a matrix containing a fluorine substituted alkyl group-containing silicone component and (ii) inorganic compound particles having outer shell layers and made porous or hollow internally, and a porous or hollow state is held in the transparent film.
