PROBLEM TO BE SOLVED: To facilitate positioning while securing strength in welding a bracket to the under face of a seat receiving base. SOLUTION: The upper end section of a gas cylinder 1 is inserted into a bush 11, and the bush 11 penetrates through the seat receiving base 3 and the bracket 14. The bush penetration hole 3b of the seat receiving base 3 is closely stuck to the bush 11 over the whole periphery. Notches 14c are sporadically formed along the peripheral direction on the bush penetration hole 14b of the bracket 14. The seat receiving base 3 and the bracket 14 are welded together at positions of the notches 14c, and the bush 11 and the bracket 14 are welded together at the other portions. The bracket 14 is welded to the seat receiving base 3 at positions on the periphery.
