PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a mixed civil engineering material wherein an apparatus-manufacturing cost is inexpensive, a passage is free from being clogged, a noise in manufacture is made low and necessary physical properties are provided. SOLUTION: For an apparatus for mixing a civil engineering material wherein blended constituents are allowed to drop freely; a plurality of mixing elements 31 are contained; the mixing element provides a passage of which the circular section is constant, provides a mixing passage in a gravity direction by being connected in series, and a guide board 35 extending by being deflected from an inlet end 36 to an outlet end 37 is provided while the passage is divided into two small passages 37a and 37b; a guide board deflected angle is <=120 deg.; the guide board upside in the gravity direction and the guide board downside in the gravity direction are crossed at right angles in adjoining mixing elements; and a sum of a total of the guide board deflection angles and a total of the distributed angles is >=360 deg..
