PROBLEM TO BE SOLVED: To provide a method of inexpensively, simply and continuously producing high-reactive (semi)crystalline and amorphous blocked polyisocyanate mixture and use of the blocked polyisocyanate mixture. SOLUTION: (A) An aliphatic, (cyclo)aliphatic and/or alicyclic 3-50C diisocyanate and (B) an isocyanurate group-bearing aliphatic, (cyclo)aliphatic and/or alicyclic 3-50C polyisocyanate are allowed to react with (C) 1,2,4-triazole and/or (D) a pyrazole with a specific structure in an extruder, a powerful kneader, a powerful mixer or a static mixer, as heat is fed to the mixer, rapidly in a short time, subsequently the final product is promptly cooled down and isolated whereby the objective solvent-free mixture of (semi)crystalline and amorphous triazole-blocked or pyrazole-blocked 3-50C isocyanate can be continuously produced. The resultant mixture is used as a crosslinking agent for coating material.
