PROBLEM TO BE SOLVED: To provide a toilet seat cover that can be easily attached to or detached from a toilet seat and can be easily maintained, and prevents a person who uses the toilet seat from feeling the hardness and coldness of the toilet seat. SOLUTION: The toilet seat cover 1 is detachably mounted to the upper surface of the toilet seat 2 where the person who uses the toilet seat is seated. In the toilet seat cover 1, a toilet seat-contacting surface 3 on the lower surface is formed by a highly stiff material, and at the same time a human body- contacting surface 4 on the upper surface is formed by a foaming material. By forming the toilet seat-contacting surface 3 with a highly stiff material, the shape of the toilet seat cover 1 can be maintained. Also, by forming the human body-contacting surface 4 with a foaming material, the toilet seat cover 1 can be highly heat-insulated and be flexible.
