PROBLEM TO BE SOLVED: To resolve instability in medium to high concentration part while maintaining particle property in low concentration part which is a merit of multivalue error diffusion. SOLUTION: Dot-on or dot-off information in 15 pixels around a quantized target pixel is stored in a memory 27. When the output of a quantization part 22 is in quantization level 1, a counter 28 counts the number of dot-on within the 15 pixels, and when the number of dots is more than 5, a output dot control part 29 outputs zero and limits the output of minimum dots (quantization level 1).
